Report on the human rights situation in Yemen for September 2020

اصدر فريق الرصد الحقوقي التابع لمؤسسة شركاء المستقبل للتنمية وحقوق الانسان تقريره الشهري حول وضع حقوق الانسان في اليمن خلال شهر سبتمبر من عام2020. وتضمن التقرير العديد من الانتهاكات التي طالت المدنيين في كثير من المدن اليمنية وخصوصا المدن التي تشهد انتهاكات متصاعدة رغم انها واقعة خارجة دائرة القتال مثل صنعاء و إب و محافظة عدن. المفترض ان تشهد فيها استقرار وغياب لحالة الانتهاكات التي يتعرض لها المواطنين البسطاء ويعزوا المراقبين الميدانيين ذلك الى التصرفات الخارجة عن القانون لدى الجماعات التي تدير هذه المحافظات بسبب غياب الامن وانتشار السلاح مما ساهم في تصاعد انتشار ظاهرة الانتهاكات وتقييد حريات المنظمات المدنية التي تعمل على رصد انتهاكات حقوق الانسان في تلك المدن .

وقال فريق الرصد بأن شهر سبتمبر من عام 2020 سجل تصاعد مريع في الانتهاكات . حيث سجل الفريق 483 حالة انتهاك لحقوق الانسان خلال هذا الشهر . وقال فريق الرصد في تقريره الشهري أن اجمالي الانتهاكات التي طالت المواطنين المدنيين في كافة المدن اليمنية و التي تمكن الفريق من رصدها بالرغم من امكانيته المتواضعة بواقع 483 حالة انتهاك . وتوزعت الانتهاكات الحقوقية والانسانية التي اوردها التقرير على النحو التي :-

اولاً : القتل المباشر

رصد الفريق 105 حالات انتهاك ما بين قتل واصابة تعرض لها المدنيين خلال شهر سبتمبر . بينهم 73 قتيل . بواقع 56 رجلا و 10 نساء و 7 اطفال . وإصابة 32 مدني منهم 28 رجال و 4 اطفال .

ثانياً: ضحايا القناصين والالغام

ما زالت الالغام ومناطق زراعتها تشكل خطراً كبيرا على المدنيين حيث تستهدفهم في الطرقات والمزارع الى جوار انتشار القناصين الذين يترصدون بالأبرياء المدنيين من اطفال و نساء في الطرقات والاماكن العامة والاحياء السكنية .

واورد التقرير سقوط 16 ضحية برصاص قناص ما بين قتيل وجريح ، حيث قتل 4 مدنين ، منهم 2 رجال و 2 اطفال . واصيب 2 رجال و 6 نساء و 4 اطفال برصاص القناصين المنتشرين في مناطق التماس في كلا من تعز والحديدة والضالع .

وراح ضحية زراعة الالغام والمتفجرات الاخرى خلال هذا الشهر 16 قتيل مدنيا ، بينهم 13 رجل و1 امراه و 2 اطفال. واصابت 11 مدنيين ، بينهم 5 رجال و 2 نساء و 4 اطفال .

ثالثاً: القذائف وصواريخ الكاتيوشا

اورد التقرير بان 59 مدنياً ما بين تقتيل ومصاب سقطوا ضحايا القذائف المميتة وصواريخ الكاتيوشا التي تطلق على المدنيين بين الحين والأخر . حيث راح ضحيتها 15 قتيل ، منهم 5 رجل و 5 نساء و 5اطفال . واصابت 44 مدنيا بينهم 18 رجل و 15 امرأة و 11 طفلا .

رابعاً الاعتقال التعسفي والاخفاء القسري

اولاً: الاعتقال التعسفي : رصد الفريق تعرض 170 مدنيا للاعتقال التعسفي . منهم 161 رجلا من بينهم 1 ناشط حزبي و 1 صحفي و 8 نساء و 1 طفل ..

ثانياً: الاخفاء القسري : تعرض 46 مدنيا للإخفاء القسري ، منهم 9 رجال من بينهم 1 صحفي و 1 رجل اعمال و 2 نساء و 35 اطفال .

خامساً : اقتحام وتدمير مباني عامة ومساكن خاصة

أورد التقرير تعرض 11 منزل للاقتحام ونهب محتوياتها ، بالإضافة الى تعرض 25 منازل للحرق والهدم ، و اورد التقرير تعرض 4 منشئات عامة للهدم والحرق و اقتحام 4 منشئات عامة وخاصة .

سادساَ : الانتحار والاغتصاب

وخلص التقرير لفريق الرصد بمؤسسة شركاء المستقبل الى رصد تصاعد حالات الانتحار خلال شهر سبتمبر حيث رصد الفريق 4 حالات انتحار كلهم رجال .

وتعرضت 1 فتاة للاغتصاب . وفق مؤشرات تنم عن تزايد حالة الاغتصاب والانتحار التي يتم السكوت عنها خشية العار او بسبب العادات والتقاليد التي تحول دون الافصاح والابلاغ عن حالة الاغتصاب التي يتعرض لها الاطفال والنساء .

واختتم التقرير برصد صدور 11 حكم اعدام بحق شخصيات سياسية محلية وإقليمه ودولية من بينهم حكم اعدام بحق وزيرة سابقة . ونزوح 3000 اسرة جراء العمليات القتالية في كل من الجوف ومارب .

وذكر التقرير بأن صنعاء تصدرت المحافظات في انتهاك الحقوق بواقع 138 انتهاك ، ثم تلتها محافظة تعز بواقع 53 انتهاك ، و جاءت محافظة الحديدة بالترتيب الثالث بواقع 52 انتهاك ، وبعدها محافظة البيضاء بواقع 49 انتهاك ، ثم محافظة الضالع بواقع 48 انتهاك ، وبعدها محافظة عمران بواقع 30 انتهاك ، وجاءت محافظة عدن بالترتيب السابع بواقع 29 انتهاك ، ثم تلتها محافظة إب بواقع 20 انتهاك ، ثم محافظة ابين بواقع 17 انتهاكات، ثم محافظة شبوة بواقع 12 انتهاك ، ثم ذمار وصعده بواقع 10 انتهاكات كل واحدة منهما ، ثم الجوف ومارب وحضرموت بواقع 3 انتهاكات في كل واحدة منهما على انفراد ، ثم لحج وحجة بواقع 2 انتهاكات في كلا منهما و ختاما كلا من محافظة المحويت وريمة بواقع انتهاك واحد في كل محافظة .

The human rights monitoring team of the Future Partners Foundation for Development and Human Rights issued its monthly report on the human rights situation in Yemen during the month of September of 2020. The report included many violations that affected civilians in many Yemeni cities, especially cities that witness escalating violations, although they are outside the circle. Fighting like Sanaa, Ibb and Aden governorate. It is supposed to witness in it stability and absence of the state of violations that ordinary citizens are exposed to, and field observers attribute this to the outlaw behavior of the groups that run these governorates due to the lack of security and the proliferation of weapons, which contributed to the escalation of the phenomenon of violations and restrictions on the freedoms of civil organizations that work to monitor rights violations The human being in those cities.

The monitoring team said that the month of September 2020 recorded a terrible escalation in violations. The team recorded 483 cases of human rights violations during this month. The monitoring team said in its monthly report that the total number of violations that affected civilian citizens in all Yemeni cities, which the team was able to monitor despite its modest ability, amounted to 483 cases of violation. The human rights and humanitarian violations mentioned in the report were distributed as follows:

First: direct killing

The team monitored 105 cases of killing or injury violations against civilians during the month of September. Among them are 73 dead. By 56 men, 10 women and 7 children. 32 civilians were wounded, including 28 men and 4 children.

Second: victims of snipers and mines

Mines and the areas where they are planted still pose a great danger to civilians, as they are targeted on the roads and farms in the vicinity of the spread of snipers who are stalking innocent civilians, including children and women, on the roads, public places and residential neighborhoods.

The report stated that 16 casualties were killed and wounded by a sniper, 4 civilians were killed, including 2 men and 2 children. Two men, 6 women and 4 children were wounded by snipers deployed in the contact areas in Taiz, Hodeidah and Al Dhale'e.

The victim of planting mines and other explosives during this month, 16 civilian deaths, including 13 men, 1 woman and 2 children. It wounded 11 civilians, including 5 men, 2 women and 4 children.

Third: missiles and Katyusha rockets

The report stated that 59 civilians, who were killed or injured, were victims of the deadly shells and Katyusha rockets fired at civilians from time to time. It killed 15 people, including 5 men, 5 women, and 5 children. It injured 44 civilians, including 18 men, 15 women, and 11 children.

Fourth, arbitrary detention and enforced disappearance

First: Arbitrary detention: The team monitored the exposure of 170 civilians to arbitrary detention. Of them 161 men, including 1 party activist, 1 journalist, 8 women and 1 child.

Second: Enforced disappearance: 46 civilians were subjected to enforced disappearance, including 9 men, including 1 journalist, 1 businessman, 2 women and 35 children.

Fifth: storming and destroying public buildings and private residences

The report mentioned that 11 houses were stormed and their contents looted, in addition to 25 homes being burned and demolished. The report mentioned that 4 public facilities were demolished and burned, and 4 public and private facilities were stormed.

Sixth: Suicide and rape

The report concluded by the monitoring team at the Future Partners Foundation to monitor the escalation of suicides during the month of September, as the team detected 4 suicides, all of them men.

The report concluded by monitoring the issuance of 11 death sentences against local, regional and international political figures, including a death sentence against a former minister. 3000 families were displaced as a result of the hostilities in both Al-Jawf and Marib.

The report stated that Sana'a topped the governorates in violating rights with 138 violations, followed by Taiz Governorate with 53 violations, and Al Hudaydah Governorate came in third order with 52 violations, followed by Al Bayda Governorate with 49 violations, then Al Dhale'e Governorate with 48 violations, and then Amran Governorate with 30 violations.
