605 حالة انتهاك لحقوق الأنسان في اليمن لشهر ديسمبر 2020

أصدر فريق الرصد الحقوقي التابع لمؤسسة شركاء المستقبل للتنمية وحقوق الأنسان تقريره الشهري حول وضع حقوق الأنسان في اليمن خلال شهر ديسمبر من عام 2020. واورد التقرير العديد من الانتهاكات التي طالت المدنيين في كثير من المدن الشرقية والجنوبية والشمالية من الجمهورية اليمنية وعلى وجه الخصوص المدن التي تشهد انتهاكات متصاعدة رغم وقوعها خارجة دائرة المواجهات المسلحة مثل صنعاء و إب و عدن ، حيث من المفترض ان تشهد هذه المدن استقرارا لحدا ما في حالة حقوق الانسان . ويعزو المراقبين الميدانيين ذلك الى التصرفات الخارجة عن القانون لدى الجماعات التي تدير هذه المحافظات بسبب غياب شبه كلي للمؤسسات الامنية التي تتبع الدولة ، وانتشار السلاح بين اوساط المواطنين مما ساهم في تصاعد و انتشار ظاهرة ارتكاب الانتهاكات وتقييد حريات المنظمات المدنية التي تعمل على رصد انتهاكات حقوق الأنسان وتقييد الحريات المجتمعية والفردية داخل هذه المجتمعات .

وقال فريق الرصد بأن شهر ديسمبر من عام 2020 سجل تصاعد مريع في الانتهاكات . حيث سجل الفريق 605 حالة انتهاك لحقوق الانسان خلال هذا الشهر . وذكر فريق الرصد في تقريره الشهري أن اجمالي الانتهاكات التي طالت المواطنين المدنيين في كافة المدن اليمنية و التي تمكن الفريق من رصدها بالرغم من امكانيته المتواضعة بواقع 605 حالة انتهاك مع تصاعد في ظاهرة حالة الاعتقالات والاخفاء القسري بن اوساط المواطنين المدنيين . وتوزعت الانتهاكات الحقوقية والانسانية التي اوردها التقرير على النحو التي :-

اولاً : القتل المباشر

رصد الفريق 61 حالات انتهاك ما بين قتل واصابة تعرض لها المدنيين خلال شهر ديسمبر . بينهم 45 قتيل . بواقع 41 رجل و 2 نساء و 2 اطفال . وإصابة 16 مدني منهم 10 رجال و 4 نساء و 2 اطفال .

ثانياً: ضحايا القناصين والالغام

ما زالت الالغام ومناطق زراعتها تشكل خطراً كبيرا على المدنيين حيث زرعت في الطرقات والمزارع بالإضافة الى انتشار القناصين الذين يستهدفون المدنيين من اطفال و نساء في الطرقات والأماكن العامة والاحياء السكنية .

وأورد التقرير سقوط 6 ضحايا برصاص قناص ما بين قتيل وجريح ، حيث قتل 4 مدنين ، منهم 1 رجل و 3 اطفال . واصابت 2 اطفال برصاص القناصين المنتشرين في مناطق التماس في تعز والضالع .

وراح ضحية زراعة الالغام والمتفجرات الأخرى خلال هذا الشهر 15 قتيل مدني بواقع 6 رجل و 2 نساء و 2 اطفال واصابت 5 مدنيين بينهم 4 رجال و 1 اطفال .

ثالثاً: القذائف وصواريخ الكاتيوشا

اورد التقرير بان 186 مدنياً ما بين تقتيل ومصاب سقطوا ضحايا القذائف المميتة التي اطلقت على المدنيين والصواريخ البالستيه التي اطلقت على مطار عدن الدولي تزامنا مع هبوط طائرة الحكومة في ارض المطار. حيث راح ضحيتها 41 قتيل . منهم 31 رجل من بينهم مراسل قناة بلقيس التلفزيونية و آخر موظف بمنظمة الصليب الاحمر الدولي و 1 أمراه و 9 اطفال . واصابت 145 مدنيا بينهم 122 رجل بينهم 10 اعلاميين ومراسلين صحف و 3 عاملين بمنظمة الصليب الاحمر و 12 أمراه و 11 طفل .

رابعاً الاعتقال التعسفي والاخفاء القسري

اولاً: الاعتقال التعسفي : رصد الفريق تعرض 208 مدنيا للاعتقال التعسفي بينهم 2 صحفيين .

ثانياً: الاخفاء القسري : تعرض 88 مدنيا للإخفاء القسري .

خامساً : اقتحام وتدمير مباني عامة ومساكن خاصة

أورد التقرير تعرض 10 منزل للاقتحام و 5 منشئات عامة ما بين مجمع حكومي وبنك ومعرض سيارات ومدارس ، بالإضافة الى تعرض 10 منازل للحرق والهدم نتيجة القصف ، و اورد التقرير تعرض 1 منشئات سور جامع الفردوس للهدم. و تعرض مصنع للألبان للقصف و 1 مدرسة و 1 مكتبة للحرق و هدم سوق شعبي .

سادساَ : الانتحار والاغتصاب

وخلص التقرير لفريق الرصد بمؤسسة شركاء المستقبل للتنمية وحقوق الانسان الى رصد 6حالة انتحار بينها 5 رجل و 1 امرأة .

وتعرضت 4 نساء للاغتصاب . وفق مؤشرات تنم عن تزايد حالة الاغتصاب التي يتم السكوت عنها خشية العار او بسبب العادات والتقاليد التي تحول دون الافصاح والابلاغ عن حالة الاغتصاب التي يتعرض لها الاطفال والنساء . وهناك حالات عديدة لم يتمكن راصدي التقرير من الوصول اليها .

واختتم التقرير برصد قتل 2 رجال بقصف الطيران الدرونز الامريكية .

وذكر التقرير بأن إب تصدرت المحافظات في عدد الانتهاك التي طالت المدنيين بواقع 175 انتهاك ، ثم تلتها محافظة عدن بواقع 152 انتهاك ، و جاءت محافظة الحديدة بالترتيب الثالث بواقع 99 انتهاك ، وبعدها محافظة صنعاء بواقع 60 انتهاك ، ثم محافظة تعز بواقع 46 انتهاك ، وبعدها محافظة حجة بواقع 31 انتهاك ، وجاءت محافظة الضالع بالترتيب السابع بواقع 7 انتهاكات ، ثم كلا من الجوف و سقطرى بواقع 5 انتهاكات ، ثم كلا من مارب و ذمار وحضرموت بواقع 4 انتهاكات ، وجاءت عمران ولحج وصعدة بالترتيب العاشر بواقع 3 انتهاكات ، ثم البيضاء بواقع 2 انتهاكات، و ختاما كلا من محافظة المحويت و شبوة بواقع انتهاك واحد في كل محافظة .

605 Cases of Human Rights Violations in Yemen, December 2020

The human rights monitoring team of the Future Partners Foundation for Development and Human Rights issued its monthly report on the human rights situation in Yemen during the month of December of 2020. The report mentioned many violations that affected civilians in many eastern, southern and northern cities of the Republic of Yemen, in particular the cities that are witnessing Escalating violations, despite their occurrence outside the circle of armed confrontations, such as Sana'a, Ibb and Aden, as these cities are supposed to witness some stability in the human rights situation. Field observers attribute this to the illegal behavior of the groups that run these governorates due to the almost total absence of security institutions that follow the state, and the proliferation of weapons among citizens, which contributed to the escalation and spread of the phenomenon of committing violations and restricting the freedoms of civil organizations that work to monitor human rights violations And the restriction of societal and individual freedoms within these societies.

The monitoring team said that the month of December of 2020 recorded a terrible escalation in violations. The team recorded 605 human rights violations during this month. The monitoring team stated in its monthly report that the total number of violations that affected civilian citizens in all Yemeni cities, which the team was able to monitor despite its modest ability, by 605 violations with an escalation in the phenomenon of arrests and enforced disappearances among the civilian population. The human rights and humanitarian violations mentioned in the report were distributed as follows:

First: direct killing

The team monitored 61 cases of death or injury violations against civilians during the month of December. Among them are 45 dead. By 41 men, 2 women and 2 children. 16 civilians were wounded, including 10 men, 4 women and 2 children.

Second: victims of snipers and mines

Mines and the areas where they are planted still pose a great danger to civilians, as they were planted in roads and farms, in addition to the proliferation of snipers targeting civilians, including children and women, on the roads, public places and residential neighborhoods.

The report stated that 6 casualties were killed or wounded by a sniper, as 4 civilians were killed, including 1 man and 3 children. Two children were wounded by snipers deployed in the contact areas in Taiz and Al Dhale'e.

The victim of planting mines and other explosives during this month, 15 civilians were killed, including 6 men, 2 women and 2 children, and 5 civilians were wounded, including 4 men and 1 children.

Third: missiles and Katyusha rockets

The report stated that 186 civilians were killed or injured and killed by the deadly shells fired at civilians and ballistic missiles fired at Aden International Airport, coinciding with the landing of the government plane on the airport grounds. Where he killed 41 people. Among them are 31 men, including the Belqis TV correspondent, the last employee of the International Red Cross, 1 woman and 9 children. It wounded 145 civilians, including 122 men, including 10 journalists and newspaper correspondents, 3 workers of the Red Cross Organization, 12 women and 11 children.

Fourth, arbitrary detention and enforced disappearance

First: Arbitrary detention: The team monitored the exposure of 208 civilians to arbitrary detention, including 2 journalists.

Second: Enforced disappearance: 88 civilians were subjected to enforced disappearance.

Fifth: storming and destroying public buildings and private residences

The report mentioned that 10 houses were stormed and 5 public facilities between a government complex, a bank, a car showroom, and schools, in addition to 10 homes being burned and demolished as a result of the bombing. A dairy factory was bombed, 1 school and 1 library were burned, and a popular market was destroyed.

Sixth: Suicide and rape

The report concluded by the monitoring team of the Future Partners Foundation for Development and Human Rights that 6 suicides were detected, including 5 men and 1 woman.

4 women were raped. According to indications that indicate an increase in the state of rape, which is kept quiet for fear of shame, or because of customs and traditions that prevent the disclosure and reporting of the rape case that children and women are exposed to. There are many cases that the report's monitors were unable to reach.

The report concluded by monitoring the killing of 2 men by the bombing of American drones.

The report stated that Ibb topped the governorates in the number of violations that affected civilians with 175 violations, followed by Aden Governorate with 152 violations, and Al Hudaydah Governorate came in third order with 99 violations, followed by Sana'a Governorate with 60 violations, then Taiz Governorate with 46 violations, and then Governorate. Hajjah with 31 violations, Al-Dhalea governorate ranked seventh with 7 violations, then Al-Jawf and Socotra with 5 violations, then each of Marib, Dhamar and Hadramout with 4 violations, and Amran, Lahj and Saada came in tenth order with 3 violations, then Al Bayda with 2 violations Finally, Al Mahwit and Shabwah governorates are each with one violation in each governorate.
