تتعاظم حالات انتهاكات حقوق الانسان والعنف الذي يهدد حياة المواطنين اليمنين يوماً أثر يوم ، وما زالت حالة العنف والاعتقال التعسفي واستخدام القوة المفرطة ضد المدنيين هي السمه السائدة. بالإضافة الى نهب اموال وممتلكات المواطنين تحت عدت طرق واساليب ومبررات تتنافها مع القانون الانساني الدولي وكافة مبادئ حقوق الانسان .

و رصد فريق الرصد التابع لمؤسسة شركاء المستقبل للتنمية وحقوق الانسان 1224 حالة انتهاك لحقوق الانسان في اليمن . وقال فريق الرصد في تقريره الشهري حول وضع حقوق الانسان خلال شهر نوفمبر من عام 2019 . حيث وصل اجمالي الانتهاكات التي طالت المواطنين المدنيين في كافة المدن اليمنية و التي تمكن الفريق من رصدها بالرغم من امكانيته المتواضعة بواقع 1224 حالة انتهاك .

وتوزعت الانتهاكات الحقوقية التي اوردها التقرير. بين القتل المباشر والاعتقال التعسفي والاخفاء القسري الذي طال المدنيين بالإضافة الى تهديدات زراعة الالغام وجرائم القنص التي مازالت تطال المدنيين وتقلق مضاجعهم . وعلى وجه الخصوص مناطق المواجهة ، وانفجار المقذوفات وقذائف الهاون التي تطلقها جماعة الحوثي على القرى والمدن الاهلة بالسكان ، واقتحام وتفجير المنازل السكنية الخاصة بالمواطنين بالإضافة الى المباني والمنشئات الحكومية والخاصة وما في حكمها . واشتمل التقرير على حالات التسريح القصري من الوظيفة العامة ، واغلاق العديد من المنشأة الصحية ، بالإضافة الى الزيادة المرتفعة في حالات الانتحار والاغتصاب. بالرغم من عدم الافصاح عن حالات الانتحار والاغتصاب التي يتعرض لها المدنيين تحت مبرر ثقافة العيب. ولذلك فأمام كل حالة يتم رصدها تختبئ عشرات الحالات ....

وتوزع التقرير على عدت بنود اولاً القتل المباشر الذي تعرض له المواطنين من الجماعات المسلحة ومن في حكمهما وهي على النحو التي :-

اولاً القتل المباشر

تمكن فريق الرصد وتوثقي انتهاكات حقوق الانسان بمؤسسة شركاء من رصد وتوثيق الانتهاكات التي تعرض لها المدنيين خلال هذا الشهر بواقع 71 حالة قتل وإصابة خلال شهر نوفمبر من هذا العام . بينهم 38 رجلا و7 نساء و4 اطفال . واصيب 22 مدنيين منهم 20 رجلا و 1 أمرأه و 1 طفل . وأورد التقرير بعض الحالات التي توفت دهسا نتيجة الاستهتار بأرواح الابرياء من الاطفال المدنيين

ثانياً رصاص القناصين وانفجار الالغام

ما زالت الالغام ومناطق زراعتها تشكل خطراً كبيرا على المدنيين الى جوار انتشار القناصين الذين يترصدون بالأبرياء المدنيين من اطفال ونساء في الطرقات العامة والاحياء السكنية . وعلى وجه الخصوص في مناطق التماس

حيث اصيب 2 اطفال وامرأة واحدة بإصابات خطيرة نتيجة تعرضهم لرصاص قناص .

وراح ضحية زراعة الالغام 16 مدنيا بينهم 11 رجل و أمراه واحدة و4 اطفال.

واصابت 34 مدنيين بينهم 18 رجال و6 نساء و10 اطفال .

وبحسب البيان الصادر عن مشروع مسام لنزع الألغام في اليمن . قال البيان أن المشروع تمكن خلال شهر نوفمبر2019 من نزع وابطال 4797 لغم .

ثالثاً القذائف والعبوات الناسف

اورد التقرير بان 36 مدنياً ما بين تقتيل ومصاب راحوا ضحايا القذائف المميتة والعبوات الناسفة . حيث راح ضحيتها 10 رجل و6 اطفال و أمراه واحدة . واصابت 19 مدنيا بينهم 11 رجال و 2 نساء و 6 اطفال .

رابعاً الاعتقال التعسفي والاخفاء القسري

اولاً: الاعتقال التعسفي . رصد الفريق تعرض 64 مدنيا للاعتقال التعسفي من بينهم اعتقال 1 صحفي و 2 نساء و1 طفل.

ثانياً: الاخفاء القسري . تعرض 140 مدنيا للإخفاء القسري كلهم من الذكور ومن بين المخفيين طفل واحد .

خامساً اقتحام وتدمير مباني عامة ومساكن خاصة

اورد التقرير بأن 2 منازل تعرضت للحرق والتهديم .

وتعرض جامع واحد للإغلاق بالإضافة الى مركز تحفيظ قرآن ومسجد واحد للنساء

وقال التقرير بأن 1 مستشفى تعرض للإغلاق وتعرض 2 جسور للتفجير وقطع حركات سير المركبات . وهدم وسرقة واحد هنجر تجاري

واورد التقرير تعرض 14 منزل للاقتحام والسرقة والنهب ، بالإضافة الى مركز تجاري واحد.

واوضح التقرير تعرض 3 شاحنات نقل ( قاطرات ) للحرق من قبل جماعة الحوثي ، ومصادرة جمعية خيرية واحدة بكل محتوياتها ، كما اصدرت جماعة الحوثي واحد حكم اعدام بحق مواطن مهمش تحت مبرر التجسس ، واقدم طقم عسكري لاحد اعضاء الجماعة من دهس احد الاطفال الذي فقد حياته تحت اطارات العربة العسكرية ، ونتيجة المعاملات القاسية والحرمان من الراتب اقدم مواطن في صنعاء على حرق نفسه .

سادسًاً التسريح القسري من الوظيفة العامة

رصد فريق الرصد تعرض 788 معلم في مكتب تربية إب للتسريح من وظائفهم تحت عدت مبررات عدة من ضمنها الانقطاع عن العمل في ظل الضغط على كافة المدرسين بمزاولة عملهم بدون اي مقابل ومن يتخلف يتعرض للفصل التعسفي من الخدمة في اطار مسلسل تجريف الوظيفة العامة للدولة.

سابعاً الانتحار والاغتصاب

وخلص التقرير لفريق الرصد بمؤسسة شركاء الى رصد تصاعد عدد المنتحرين في شهر نوفمبر من عام 2019 حيث وصل عدد المنتحرين الى 5 حالات انتحار منهم 2 شباب و3 اطفال .

وتعرضت 4 حالات للاغتصاب . حيث تعرض رجل للاغتصاب والتصفية الجسدية وتعرض أمرأه لحالت اغتصاب و2 اطفال . وفق مؤشرات تنم عن تزايد حالة الاغتصاب والانتحار التي يتم السكوت و عدم الابلاغ عنها بسبب العادات والتقاليد التي تحول دون الافصاح عن الانتهاكات التي يتعرض لها الاطفال والنساء خشية العار .

الدرونز وضربات الطيران

اورد التقرير تعرض 2 مواطنين للقتل بواسطة طيران الدرونز الامريكية بحجة انتمائهم لتنظم القاعدة في اليمن .

كما قتل 10 مواطنين واصابة 17 مواطن وطفل واحد بضربات طيران التحالف.

واشار التقرير بأن محافظة إب تصدرت المحافظات في انتهاك الحقوق بواقع 818 انتهاك ، ثم تلتها محافظة الضالع بواقع 155 انتهاك ، و جاءت محافظة صنعاء بالترتيب الثالث بواقع 72 انتهاك ، وبعدها محافظة تعز بواقع 51 انتهاك ، ثم محافظة صعدة بواقع 29 انتهاك ، وبعدها محافظة مارب بواقع 25 انتهاك ، وجاءت محافظة الحديدة بالترتيب السابع بواقع 20 انتهاك ، ثم تلتها محافظة عدن بواقع 16 انتهاك ، ثم محافظة ابين بواقع 10 انتهاكات ، ومحافظة لحج بواقع 8 انتهاكات ، ومحافظة البيضاء بواقع 6 انتهاكات ، ومحافظة ذمار بواقع 6 انتهاكات ، ثم محافظة حضرموت بواقع 4 انتهاكات، ومحافظة المحويت بواقع 4 انتهاكات ...

وخلص التقرير الشهري الصادر عن فريق الرصد التابع لمؤسسة شركاء المستقبل للتنمية وحقوق الانسان الوضع الحقوقي بشكل عام وتردي الاوضاع الخدمية التي تلامس حياة المواطنين بشكل يومي و سلط الضوء على فداحت الانتهاكات التي يتعرض لها المواطنين المدنيين في عموم المحافظات اليمنية المختلفة .

Cases of human rights violations and violence that threaten the lives of Yemeni citizens are increasing day by day, and the situation of violence, arbitrary detention and the use of excessive force against civilians remains the dominant feature in addition to looting the money and property of citizens under several methods and methods that are inconsistent with international humanitarian law and all human rights principles.

The monitoring team of the Future Partners for Development and Human Rights monitored 1224 cases of human rights violations in Yemen. The monitoring team said in its monthly report on the human rights situation during the month of November of 2019. As the total violations that affected the civilian citizens in all Yemeni cities, which the team managed despite its modest ability to monitor, reached 1224 cases of violations.

The human rights violations mentioned in the report were distributed. Between direct killing, arbitrary detention, and enforced disappearance of civilians, in addition to the threats of landmine laying and sniping crimes that continue to haunt and disturb civilians in particular, areas of confrontation, and the explosion of projectiles and mortars fired by the Houthi group on villages and cities inhabited by the population, and the storming and bombing of homes for citizens in addition to To government and private buildings and facilities and the like. The report included cases of forced layoffs from public office, the closure of many health facilities, in addition to the high increase in cases of suicide and Rape. Despite the failure to disclose the cases of suicide and rape to which civilians are subjected under the justification of a culture of defect. Therefore, for every case that is monitored, ten cases are hidden.

The report was divided into several items first, the direct killing of citizens of armed groups and the like, as follows:

First, direct killing

The Monitoring and Documentation of Human Rights Violations team at the Partners Foundation was able to monitor and document the violations suffered by civilians during this month, with 71 deaths and injuries during the month of November this year. Including 38 men, 7 women and 4 children. 22 civilians were injured, including 20 men, 1 woman and 1 child. The report cited some cases that had run over as a result of the disregard for the lives of innocent civilians

Second, snipers' bullets and landmines explode

Landmines and their areas of cultivation continue to pose a great danger to civilians, in addition to the spread of snipers who monitor civilian innocent children and women in public roads and residential neighborhoods. Especially in the seam areas

Where 2 children and one woman were seriously injured as a result of being shot by a sniper.

And 16 civilians were killed, including 11 men, one woman and 4 children.

It wounded 34 civilians, including 18 men, 6 women and 10 children.

According to the statement issued by the Massam Demining Project in Yemen. The statement said that during the month of November 2019, the project managed to clear and clear 4,797 mines.

Third, the shells and the improvised explosive devices

The report stated that 36 civilians were killed and wounded, as victims of fatal missiles and IEDs. Where she killed 10 men, 6 children and 1 woman. It wounded 19 civilians, including 11 men, 2 women and 6 children.

Fourth, arbitrary detention and enforced disappearance

First: Arbitrary detention. The team observed that 64 civilians were subjected to arbitrary arrest, including 1 journalist, 2 women and 1 child.

Second: enforced disappearance. 140 civilians were subjected to enforced disappearance, all male and one of the disappeared was a child.

Fifth, storming and destroying public buildings and private housing

The report stated that 2 houses were burned and destroyed.

One mosque was closed, in addition to a Quran memorization center and one mosque for women

The report said that 1 hospital was closed and 2 bridges exposed to detonation and cutting vehicle traffic. Demolition and theft of one commercial hangar

The report mentioned that 14 houses were attacked, stolen and looted, in addition to one commercial center.

The report pointed out that 3 transport trucks (locomotives) were burned by the Houthi group, and the confiscation of one charity with all its contents. The Houthi group also issued one death sentence against a marginalized citizen under the pretext of espionage, and provided a military kit for one of the members of the group from running over a child who lost his life under Military vehicle tires, as a result of harsh transactions and salary denial, a citizen in Sana'a burned himself.

Sixth: Forced dismissal from public office

The Monitoring Team has monitored 788 teachers at the Ibb Education Office subject to layoffs under their job under several reasons, including interruptions to work in light of the pressure on all teachers to carry out their work without any charge, and those who fall behind are subjected to arbitrary dismissal from the service as part of a series of bulldozing the state's public office.

Seventh, suicide and rape

The report concluded by the monitoring team of the Partners Foundation to monitor the escalation of the number of suicides in November of 2019, as the number of suicides reached 5 suicides, including 2 young men and 3 children.

4 cases were raped. A man was raped and physically abused, and his woman was subjected to rape and 2 children. According to indications of the increasing state of rape and suicide, which is tolerated and not reported due to customs and traditions that prevent the disclosure of violations that children and women are exposed to for fear of shame.

Drones and flying strikes

The report mentioned that 2 citizens were killed by the American Drones, under the pretext of their affiliation with the al-Qaeda organization in Yemen.

In addition, 10 citizens were killed and 17 citizens and one child were wounded by a flying airstrike

The report indicated that Ibb governorate ranked first in violation of rights with 818 violations, followed by Al-Dhalea governorate with 155 violations, and Sana'a Governorate came in third place with 72 violations, then Taiz Governorate with 51 violations, then Sa`da governorate with 29 violations, then Marib Governorate with 25 violations, Al Hudaydah Governorate came in seventh place with 20 violations, followed by Aden Governorate with 16 violations, then Abyan Governorate with 10 violations, Lahj Governorate with 8 violations, Al Bayda Governorate with 6 violations, Dhamar Governorate with 6 violations, then Hadramout Governorate with 4 violations Violations, Al-Mahfah Governorate Wet by 4 violations ...

The monthly report issued by the Monitoring Team of the Future Partners for Development and Human Rights Foundation concluded the human rights situation in general and the deterioration of the service conditions that touch the lives of citizens on a daily basis and highlighted the extent of the violations faced by civilian citizens throughout the various Yemeni governorates
