Report on the situation of human rights in Yemen for the month of October 2019

The Monitoring Team of� Future Partners Foundation for Development and Human Rights (FPFD) monitored 889 cases of human rights violations in Yemen. The monitoring team said in its monthly report on the human rights situation during October 2019. A total of 889 violations were monitored by the team. The violations of human rights that were reported in this report including direct killings, arbitrary detention and enforced disappearances affecting civilians, as well as the threat of planting mines and sniping crimes that keep civilians worry about their situation, the explosion of mortar shells fired by the Houthi group on populated villages and cities, the storming and bombing of residential houses of citizens as well as government and private buildings and facilities. The report also included cases of forced dismissal, the closure of several health facilities, in addition to monitoring the increase in suicide and rape cases.
Direct killing
The report issued by the monitoring team at FPFD documented 87 cases of direct killings and injuries to civilians during October this year. Including 45 men, 10 women and 7 children. 10 othet civilians were wounded, including 7 men and 3 women.
The report mentioned that many citizens were attacked by rabid dogs, killing 6 citizens and injuring many others in Abyan governorate amid security and service absence.
Sniper bullets and mine explosion
Mines continue to pose a major threat to civilians, along with the proliferation of snipers who are still awaiting the movement of their civilian victims s on public roads and neighborhoods.
7 civilians were killed by a sniper shot including 4 men and 1 child. 2 other children were seriously injured.
20 civilians were killed due to planted mines, including 10 men and 10 children.
30 other civilians were injured including 21 men, 2 women and 7 children.
According to the statement issued by the Masam project to clear mines in Yemen, the project cleared and defused 2,209 mines during October, including 20 anti-personnel mines, 448 anti-tank mines, 1712 unexploded ordnance, 29 explosive devices. Were a total of 102,209 mines have been cleared since the start of the project.
Shells and IEDs
According to the report, 17 civilians were killed and injured by deadly shells where 6 men and 1 child were killed and 10 civilians were wounded, including 9 men and 1 woman.
Arbitrary detention and enforced disappearance
First: Arrest. The team monitored that 105 civilians were arbitrarily detained, including 4 journalists.
Second: enforced disappearance. 31 civilians were subjected to enforced disappearance , all of them were men including 1 journalist.
Storm and destroy public buildings and private houses
The report stated that 9 houses were bombed and all their contents were burned where 10 other houses were raided and looted.
The report mentioned that 4 hospitals were raided and 1 shopping center was raided.
2 mosques and 2 centers of Holy Quran memorization were raided and closed. 1 museum (the Military Museum in Sana'a) was closed in conjunction with the popular celebrations of the anniversary of October 14th revolution. Moreover, 432 pharmacies in Sanaa were closed and their owners were arrested under several justifiable reasons during the month of October. A house that used to store various weapons in one of the neighborhoods of Hodeidah city was exploded what cause in killing 10 civilians.
Forced dismissal from public office
The team monitored 7 cases of forced dismissal of doctors in al-Mahweet governorate from their jobs where they were addressed letters of dispensation from their services and were replaced by elements loyal to the Houthi group in the context of the series of bulldozing public office of the state.
Suicide and rape
The report concluded that the number of suicides in October 2019 increased to 5, including 4 men and 1 child.
2 women were raped, according to indications of a growing state of rape and suicides, which are silenced and not reported because of customs and traditions that prevent the disclosure of violations against children and women for fear of shame.
Forced displacement
More than 104 families have been displaced from their homes as their areas was bombed and turned into battlefields what endangering the lives of their residents.
The monthly report issued by the monitoring team of FPFD reviewed the human rights situation in general and the deteriorating service conditions that touch the lives of citizens on a daily basis. The report has also highlighted the gravity of the violations suffered by the civilian citizens in the various governorates of Yemen.

The report pointed out that Sana'a governorate topped the governorates with 468 violations, followed by Hajja governorate with 80 violations, followed by Dali governorate with 76 violations, Taiz governorate with 57 violations, Hodeidah governorate with 45 violations, and Aden governorate. Dhamar governorate ranked seventh with 22 violations, followed by Ibb governorate with 15 violations, Shabwa governorate with 9 violations, Abyan governorate with 9 violations, Mahwit governorate with 7 violations, Amran governorate with 4 violations, and Al Baida governorate with 26 violations. 2 violations, and the province of Hadramo By 2 violations, and the province of Hajj by 2 violations, and existing Marib governorate finished bottom by 1 violation
